Is there a way of notating in MusicXML the multiple time signatures with + between as at the top of p.180 in Gould?

Sure. As described in the time complex type documentation, "Multiple pairs of beat and beat-type elements are used for composite time signatures with multiple denominators, such as 2/4 + 3/8." Here's an example:

I see the time-relation element was a source of confusion. That's just for interchangeable time signatures; leave it out entirely for mixed-denominator time signatures. Sorry about the confusion in the design; that was a constraint in adding interchangeable time signatures while keeping mixed-denominator time signatures working as before.
