I am working on a "strongly typed" binding of the MusicXML specification in C++. The program will be a static and/or dynamically linked library. Do I need to include the full text of the MusicXML 3.0 license in every *.cpp and *.h file?

No. You only need to redistribute the license if you are redistributing the DTD or XSD as part of your software. In that case redistributing it as a separate user-visible file is fine.
