diffrence between backup and forward

I have a small question:
Why can the forward element contain a voice and/or staff element (a backup element can't have these)?

@mogens: I think it sounds correct, except from the thrill and accents. Also the Timpani is missing, but I guess that's because it isn't in the MusicXML nor the .musx file (just a direction).
