Hi Paul, SVG is a vector graphics format that includes text. So in theory it should be sufficient for rendering music notation. CSS is a text-oriented stylesheet. I suspect one could do some notation using CSS and music fonts, but it doesn't seem so appropriate for slurs, crescendos, and other types...
